Recognition of certificates of competence (COCs) between Australia and New Zealand.
TTMRA provides mutual recognition between New Zealand and Australia of equivalent occupations. This means a person who is registered, certified or authorised to practise an occupation in Australia, is entitled to practise an equivalent occupation in New Zealand after notifying the local registration authority. For CoCs, this is the New Zealand Mining Board of Examiners (the Board). For more information please refer to the TTMRA users' guide(external link).
If you hold an Australian registration/certificate/authorisation, you can apply to the Board for a New Zealand CoC under the Trans-Tasman Mutual Recognition Act 1997.
Those granted a CoC under the TTMRA are not required to demonstrate knowledge of New Zealand’s health and safety legislation as it applies to the extractives industry.
The Board expects that employers will ensure that applicants who are granted a TTMRA CoC have studied either:
- unit standard 7142: Demonstrate knowledge of the application of regulatory requirements to manage an extractive site; or
- unit standard 28742: Explain legislation related to health and safety, and supporting documents, applicable to an extractive site.
Study for either of these unit standards counts towards continuing professional development (CPD).
Holders of CoCs under the TTMRA are required to undertake CPD to keep their New Zealand CoC current.

What you need to know
To apply for a CoC under the TTMRA, you need to prove that you meet all the requirements. In summary, you need to:
- complete the application form, which includes a statutory declaration
- provide a certified copy of your identification
- provide a certified copy of your Australian equivalent authorisation documentation.
Cost
The application fee for this certificate is NZ$140.00 (including GST).
Please pay by internet banking. Instructions are included in both the online and PDF forms.
Note, if you are paying using $AUD there may be bank charges, so you will need to adjust the payment amount accordingly.
How to apply
To apply for a CoC under the TTMRA, use our online form.
With online applications you can:
- complete your application form and upload all supporting documentation
- track the progress of your application, including saving it and coming back to it if you need to.
Note, to access the form you will be asked to register for our online system. To do this you need a RealMe login. It does not matter if you do not currently have a RealMe login – the registration process will guide you through setting one up.
Applications that are completed and submitted through our online system automatically get sent to the Board's Secretariat for processing.
