The Defendant is a self-employed builder based in Christchurch. The Defendant was contracted to re-roof a property. On 3 December 2013, two Health and Safety inspectors drove past the property and observed unsafe work practices on the roof. There were four workers on the roof without any means of fall protection in place. A prohibition notice was issued that clearly prohibited any further work until it was lifted by a Health and Safety Inspector. The Defendant continued with the work in contravention of the notice.
